About Us

Purpose and audience

For educators the target is clear: all children reading at grade level by grade 3. The Regional Education Laboratory (REL) at Pacific Resources for Education and Learning (PREL) developed this earlyreading.info website to help people meet this challenge.


The information resources accessed through this website help educators make teaching and learning decisions about reading for pre-kindergarten through grade 3 students. Developed from a collaboration between Reading First and PREL, this website organizes information so that it can be easily used by states and schools.

Organization of content
The BROWSE page provides a graphic overview of the content organization for this website. Information resources have been categorized by:
  • grade level (pre-kindergarten through grade 3);
  • reading component (phonemic awareness, phonics, fluency, vocabulary, and comprehension; and
  • resource type (knowledge/research; materials/resources; activities/strategies; assessment, policy/standards, and family/community).
Criteria for selection of resources
Resources have been selected for inclusion on this website according to the criteria listed below:
  • Alignment with categories
    Resources relevant to pre-kindergarten through grade 3 focus on the five essential reading components of Reading First and one of the six types of information. These categories are displayed on the BROWSE page.
  • Importance
    Either educational policy, school needs, or professional literature indicates the importance of the information in making teaching and learning decisions in reading for students, pre-kindergarten through grade 3.
  • Cost
    Resources are available free, usually by downloading from the Web, or for a minimal cost from a not-for-profit organization.
  • Rigor
    Resources available through weblinks have undergone a review process, which varies from site to site. For example, some sites used external reviewers as part of their quality assurance process, while other sites may have used a peer review process.
  • Utility
    The information provided can be used to improve reading in students, pre-kindergarten through grade 3.

This website is periodically reviewed by the U.S. ED and by an Advisory Panel comprised of experts in the field of reading. Panel members include:
